Like most computer programs it's just pseudo random but it's not really based on any algorythm I can manipulate or predict without prying into the code, so it's effectively random.
Yeesh I'm just telling you I'd rather random battles go the way of the dinosaur. They really don't add anything to a game. As I said, I can deal with them just fine in games where it's used, but visible enemies are always superior.
