As is standard for Blizzard ever since Warcraft, it's going to be PC only. Blizzard does tend to make sure whatever's considered "low end" when a game is made is able to play their games, even if at reduced graphics. If you have even a moderatly powerful machine, I'm sure you'll be able to play it.
Aside from the DS or Wii, or hooking up a USB mouse, it would be pretty hard to control the game anyway. RTS doesn't ever translate well to a console.
All this time I thought they were announcing Lost Vikings 3... :D
Anyway, lazy you should pick up either Starcraft or Warcraft 3. I'd lean towards the latter as it's got pretty much everything in the online part done right, but maybe you'll want some background story. Blizzard's instruction manuals are traditionally only part instructions and mostly MASSIVE TOME OF STORYLINE.
Both games are currently being sold on the cheap (you can pick up both and still have enough for another "bargain bin game") and they both come with their expansion packs.
