    What cheesy 80's cartoon did that come from?

    It's a (Japanese) 1985 laserdisc arcade game, originally. It's not based on something else. That video is of the game's only home port which got a US release, the Sega CD version (Japan also got releases on the 3DO, Playstation, Saturn, and LaserActive). The Sega CD game is considered one of the better Dragon's Lair-style FMV games on the system, but I haven't played much of it.

    Japanese? I see, though it really looks like an 80's cartoon. I suppose if it was an 80's cartoon the car would be alive or something though.

    Because it's based on '80s anime, not western cartoons. Some anime did look like that then... I guess you're right it looks sort of like a Western cartoon, but it looks Japanese enough that you can tell it's from there if you know the style.
