I've explained plenty of times why war with North Korea would be one of the stupidest things we could ever possibly do and would lead to hundreds of thousands if not millions (if they have nukes...) of innocent (mostly South Korean and maybe Japanese) lives... their country might be in shambles but they have a large army and spend everything they have to keep it able to fight.
I just dob't see a good solution in North Korea. The people are horrifically opressed. Massive numbers starve, chronically. Many more are sent to prison labor camps for not much of an offense and die quickly because of how horrible their prison camps are.
But because of that army we can't do much of anything about it... sanctions? We are trying but obviously it's only successful as far as China agrees to it and they only agree in a limited fashion... and we need to send lots of food. But we also know that they'll send a lot of that food to the army and not to the starving people, which is just even more depressing... it's really a horrible situation. But as I said I just don't see any solution. All we can do is negociate and try to convince them to give up their weapons... we have to be cautious because after '94 they immediately broke their word and started on some more nuclear program work but we have to do more than Bush is. We have to offer conrecte options for their government because they'll never give up nuclear development without real returns from us, for obvious reasons...
