Short answer: Never. Doujin [generally knock-off mangas with licensed characters, often adult in nature] are huge in Japan. Comicons there are absolutely FILLED with the stuff. Apparently, Japanese companies don't mind them because they act as free advertisement and the fact that they are usually published in very small quantities. Just don't try that in America.
