It is odd, but the thing is, I was always under the impression that anarchy involved the belief in a total lack of any government of any kind whatsoever. In such a system, there are no laws, so people are free to do whatever they want, such as gather in groups and imitate each other, and create rules governing what is and is not allowed, and setting up specific people to govern over their group.
