No, I think just that episode was on the holodeck. Riker was using it as inspiration... it fits in between two Next Generation episodes.
But yes, Chef was never actually shown in the show. And Riker isn't Chef. He's just playing him in the holodeck -- you know, a recreation of these famous historical events...
