Actually Sauron is pretty well developed, just not in the LOTR novel. There, he's an evil that seemingly came from nowhere. In the past, as told in The Silmarillion, he's fairly well developed, and actually he's a subordinate to someone a lot more powerful, Morgoth. Actually, I find Morgoth a much better baddy. Sauron only has some basic explanation (he was brought into darkness by Morgoth basically), but Morgoth actually has a LOT of storyline near the start dedicated to his fall from the light into darkness.
