it's really funny. People say George Lucas is a horrible writer and yet we cant stop thinking about every single one of his characters and still starve for more information on who they are.
Last time I checked a bad writer didn't usually accomplish things like that.
In my opinion, by making Palps a shadowy character with no motives (he's the only character with no obvious motives) is what makes him interesting. Simply because we dont know his motives we dont know his ultimate goal and because of that, we dont know his limits. Where would he have taken the empire had Anakin not have killed him?
