Hmm, well I know at least Square USA has a dev team. That's the ones who made Secret of Evermore (the only game I can think of where the entire world didn't use a single currency, and you actually had to bother finding money changers). I figure there's enough people at Capcom with knowledge of various fields of programming to form a small dev team, what with the stuff they need to know for translating (it's more than translating, it's also graphical cencering and adding new US only features :D).
