Well, if you think about it, ABF, the slow speed of the later Mega Man games (7 in particular) is directly tied into the larger size of Mega Man, as well as the Robot Masters and even the random enemies. Everything is bigger, and takes up more room on the screen. If Mega Man moved any faster, your reaction time to approaching hazards or enemies would be lessened greatly.
So really, the slower speed is a good thing. Think about it, if you went even twice as fast, you'd be blazing through those levels in no time, running into every single enemy that jumped out from off-screen suddenly.
