That's generally what sniper rifles and rocket launchers are used for.

And, in Crackdown, you're talking about HIGHLY trained and HIGHLY disciplined soldiers who have no problem throwing themselves at you even after you've killed a hundred of their predecessors. They might run away from the first blast, but you can bet that they'd come back with a plan of attack the second time the robot comes around.

And using the painbot with omnidirectional painray at over a thousand feet is definitely going to disrupt people's lives.
