A werewolf can't pick and choose the times he becomes a wolf, that defeats the whole purpose of the legend. It's a curse you can't control.

In the hypothetical event that a lycan was contained on the moon within a sustainable environment he or she would still transform every 30 days. Regardless of where the lycan is at any given moment, he or she changes depending on whether or not the moon is full. Any human or animal affected by lycanthropy will also transform regardless of whether or not they can see the moon. In other words, a lycanthropic man will change even if kept in a sealed room with no windows or doors.
A hypothetical with perhaps more head scratching would be if the moon was removed from orbit or destroyed. Being that the curse insists that the lycan must change upon the full moon, if the moon wasn't there, would he still transform every 30 days as based on the moon's cycle regardless of its existence?

Some studied have even proven the moons phases to have a physiological effect on humans as well. So for a werewolf to be on the surface of the moon would cause a constant state of intensified metamorphosis as well as prolonged madness. Id imagine after one hour a werewolf on the moon would be eating it's own flesh.

The moon's radiation doesn't affect earth tides. Its gravity does. I don't think the moon emits any of its own radiation, though it it does absorb a great amount from the sun.
Which, I think, means that sunlight is what causes lycanthropy . . . reflected from the moon's surface, I guess. The amount of sunlight we get reflected from the moon is minuscule (it only reflects about a tenth of the light it receives). The moon definitely exercises physiological effects, however, on humans as well as many other forms of life. For us, it's an evolutionary throwback to the days when our antecedental primate forebears lived on the open plain.

Weltall/ The curse is based simply on a full moon. If a lycan was in a jet that constantly traveled around the Earth during a full moon it would stay in perpetual were-form until it reached newmoon or first phase as the moon slowly falls back in to shadow but regardless of perspective you'd have to wait for the moon to circle the earth in order to view it at its full illumination -- if its fullmoon in New York it will be a full moon in Japan the next night but anywhere on the western hemisphere the moon will appear the same. The moon, regardless of whether you're physically on it or not, still goes through its phases since those phases are caused directly by the Earth's shadow.
You would still transform every 30 days. I'd imagine that the months that have an eclipse would void the curse. I always read that if you killed the lycan that infected you or got the curse lifted before your full-moon transformation, you'd never change again. This same ideal says you become more wolf like each night until you become an actual wolf (not anthropomorphic) and that it's the night itself that induces the initial change. That could just be a crossover from the original vampire lore though since vamps can become wolves (among other things, including fog) at will.

The phases are not caused by the Earth's shadow. They are caused by our view of the Moon relative to its position facing the Sun. The moon does not usually line up directly with the Earth relative to its orbit around the sun. We would have major lunar eclipses every month if that were the case. From a lunar perspective, the Earth goes through phases. Certainly, it's not the moon's shadow causing them.
