Indeed, hemp was a large economic cornerstone our founding fathers, but as far as I know, they didn't know of any psychoactive properties of cannabis. In case anyone doesn't know, hemp is a strain of cannabis with THC percentage too low to reap any benefits of altering one's consciousness. It was used primarily for its fibers to make into fabrics (rope and clothes, for instance) and paper. Hemp should be legal, but the problem is, it looks identical to marijuana (cannabis sativa and cannabis indica). Right now, there's a bill going through congress to legalize hemp farming.
