That's not true. Wind Waker took two years to develop. Luigi's Mansion probably took a small team a year and a half to develop. Same thing goes for Pikmin. Mario Sunshine probably took as long as WW to make.
EAD is one gigantic development studio, and they have several sub-teams that work on seperate games. I have no idea why they've released so few big Gamecube games.
