Camp X-Ray is the camp located in Guantanamo Bay. There's been a bit of a kerfuffle over a bit of the torture going on there. Some head of state in the "United States" had said the place would be shut down, but to date it's still open. No one's made a big deal of that fact so I suppose it makes sense this is the first time you've heard of it.
Okay sorry :D, you've probably only known of it as "Guantanamo Bay" since that's all the news ever refers to it as, but when you talk of closing it, you're talking about the base. It doesn't make sense to close down a section of land itself after all. Actually, reading up about it, Camp X-Ray has since been replaced with a more permanent Camp Delta. So, Camp Delta now. Anyway, Ground Zeroes takes place in a fictionalized version of this camp from the 1970's (the sad truth is America (and other countries) have had black sites like these for a lot longer than X-Ray). It's got a pretty disturbing story going on.
