Papers, Please is a bit of an art piece rather than being a game made to be "fun". The message is complete and utter despair, as you discover there is NO possible way people checking papers day in, day out, forever, can ever HOPE to maintain any ability to pay attention to the details they need to pay attention to and will eventually slide into utter apathy as major things are let through that shouldn't be. This extends to other menial repetitive tasks too.
