Sure, my 17" monitor is a lot smaller than that ancient (but 27", which is good sized) TV we have at home... and yeah that isn't the best TV to use as an example, but I very much doubt that many people have any other speakers on their TV than the stereo speakers (if its newer... :) ) in the TV itsself...
As for graphics, PCs currently are significantly more powerful than consoles. By a decent margin... but no one pushes them to the edge because they need to make them run on low-end P3s... because not many people have those top-end P4's with new $400 video cards... or we would see PC games with graphics a level above the console graphics are like they were by the time the N64 was two years old (when I got my n64 a little after 2 years after it came out, I'd been playing better looking PC games for the better part of a year... even that P1 233 with a 8mb Voodoo2 was better than the N64...)...
Maybe by this fall when the NGC is two years old it too will have been decicively bested by the PC. It really does hinge, I'd say, on Doom 3...
Remember: The (heavily modified) Quake 3 engine, from 1999, is still one of the best in the business, as its use in upcoming games like Star Trek Elite Force 2 shows...
