How to change the filibuster (if you intend to keep it):
1. They have to talk (bringing back the old rule)
2.They have to talk on the topic of the legislation under discussion. Deviating from that ends the filibuster immediately.
3. They have to speak truthfully. Any objectively untrue statement ends the filibuster immediately.
At this point, there are too many sound bites already available. Republicans ARE going to change it the next time they're in power, which is a year from now, whether democrats do it or not is immaterial at this point. So, they better just go ahead and do it on these terms.
