Once a person turns 60, he or she should be required to retake the driving test (the same one 16-year-olds take) every three years (whenever they go to renew their licenses), maybe even more frequently if this doesn't curb the problem enough. He or she should be sent a notice in the mail when his or her license is about to expire.
Also, an IQ test should be required to receive a driver's license, with a minimum IQ of 100, applicable to all ages. Those who throw temper tantrums over these new laws should be relinquished of all driving priveleges as they are likely to demonstrate road rage. For God's sake, people, you're operating large, potentially dangerous machinery here! All we ask is that you stop at red lights, wait your damn turn at stop intersections, and above all, watch where you're going (which means looking behind your car when moving backwards).
