Whoever said that the PS3 will be backwards compatable?
The only reason the PS2 is backwards compatable is because Sony needed a cheap I/O processor. What better I/O processor than the chip from the PSX which they have been making for years, and is now very very tiny, and costs very very little (like.. 50c) to manufacture.
I doubt the EE will be included in the PS3 in any way/shape/form. In other words, don't hold your breath for PS2 compatability in the PS3.
XBox 2 backward compatability is very probable, though.
