THe death penalty was abolished in Canada a long time ago, and for a long time before that the federal cabinet was reducing everyone's sentence to life in prison.
There was a motion before the house of commons in the 80's to bring it back, but fortunatly the motion was defeated.
I'm sure even if a government tried to bring it back in the near future it would be struck down as unconstitutional.
In fact the supreme court has already ruled that someone can't be extradited to a country that has the death penalty unless it is garunteed that they wouldn't be executed.
