Just so you know, IE (since version 6 anyway) has FTP support built right in. When you go to an FTP site in explorer, it automatically turns the window into a windows explorer style interface, with drag and drop support and everything. When you view properties of files, you can set all the standard FTP permissions, like viewing or executing access. When you first visit the FTP site, you are asked for a password or anonymous logon. IE is what I use for TC's FTP. It may not have a lot of super advanced features, but if you want a free FTP browser it's as good as it gets.
