Not really. They aren't pulling the plug on anything. After Resident Evil 4, their contract with Nintendo is up. It was always going to leave the GCN (or at least become multiplatform) after 4, poor sales or not.

All that was said is that they are "loosening ties" with Nintendo, most likely meaning that they wont be announcing many more games for the GCN in the future. This sentence:

The trade also reported that Capcom would -- after Resident Evil 4 -- release future "survival horror" titles for multiple platforms instead of keeping them exclusive to GameCube.

Is unrelated to the poor sales part. As you can see by the sentence structure (it "also" said, etc.).
