But yes, that was annoying... the few puzzles that required you to figure out that you had to interact with something on or in the object, that is... like that awful staff... but that was only part of why it annoyed me, the lack of traditional item explanations (voice/text) was the other part. Zelda has never had that... with the exception, I think, of LA, with its chests, pots, etc. that give you text boxes when you go up to them. :)
Anyway, though, I don't think that's what they have in mind here... maybe something like that, but I'd rather think that it's something more interesting (and more important to the gameplay) than just that.
