They obviously spend less time on that in the TES games. It's understandable, in such a big project... but Zelda IS about NPCs and detail, so it wouldn't work as well there. So yes, make the world bigger. But not at the cost of what makes that world a Zelda world.
And you don't have to. It all depends on how you create the building blocks, and that even includes npcs.
