Because there are very few languages that use the same lip movements. If works in anime because they don't articulate the mouth...ing very well, so you can basically just say whatever and it'll look good. But in a live-action movie? Come on, now. Can you name one live-action movie or show that had good dubbing? Of course not. And that's not even going into the performance part, which makes things even more improbable. There simply isn't a realistic way of all the emotions and subtext being analyzed and conveyed correctly when it comes to live-action dubbing. Heck even when they get the original actors to re-record lines for movies when there's been some sort of technical failure, it often sounds unnatural.
