No they pretty much bought them with the XB2 in mind, not the XB. And the whole "five games and two years" nonsense was some bullshit an MS rep came up with. In Rare's latest scribes entry they talk about how baffled they were when they heard that. 
I'd be willing to bet you a hundred bucks that a decision to move Kameo to the XB2 was made several months ago, and these "minor and major changes" are bringing it to the XB2. So I don't expect to see it until late 2006 at the very earliest. :(
