WinME wasn't a flop in Microsoft's point of view. It was a quick money grab before XP came out. No real extensive development went into ME so it didn't cost much to produce. And then companies like Dell, HP, Emachines, etc. installed WinME on new systems of the time simply because it was the latest and greatest. And poor misinformed folks upgraded to it for the very same reason.
