A more proper analogy is to compare them to Super Mario 64 and Super Mario Sunshine, the first was innovative, the second was just an improvement of an already fun and successful concept.

SimCity was innovative, it spawned a genre. SC2K was simply an improvement, as was the case with all following SimCities.

Before anyone asks, yes, I've played SimCity 1 through 4, so my opinion is sound.
