SimCity is fun for a while, and then it gets repetitive. And you can't win, you just build forever... fun, but it pales in comparison to the greatness of Civilization, easily the best Turn-Based strategy series ever. I have spent so many hours playing the Civ games (Civ II the most)... it hit the elusive 'Just One More Turn' syndrome (you know the one, where at 10pm you say "just one more turn" and then look up and see its four in the morning...) dead on.
As for The Sims, I haven't played it but it looks very boring. I'd say SimCity is the better of the two.
