It's a very tough situation the schools have been put in. While I agree we need to be tough on them to get them to improve, we also have to be willing to spend as much money on the schools themselves that we do on all the testing that we do on the kids. Bush's plan had a good motive, but it isn't working because richer schools are just choosing not to participate, and some schools are simply hurt because they have a large amount of special education students. The plan definitely needs to be reworked so it will actually help out those schools that are in trouble.
