I read that in no scenario did they have enough fuel to reach the ISS, as it was in a different orbit. And even if they could've, the Columbia didn't have a compatible docking set up, so it couldn't have docked. And repairing the shuttle would've been all but impossible due to lack of jetpacks and/or some way of tethering to the shuttle...and further more, they had no way to repair a broken tile anyway. Seems like they were doomed since they took off.
