There aren't items that restore fuel, but there are a few Gear parts that make your Charger more effective. I forgot what most of them were because I never used them, but the best is the Z-Charger, which is available near the end, it makes your charger refuel for 500 instead of 30.
I honestly never found fuel shortage to be a huge problem through the game. The trick to conservation is to remember that when you buy engines, often you'll have a choice between one with more output and one with a greater fuel capacity. ALWAYS go with the higher output, because you'll cause more damage and thus use less fuel.
Also, remember that when you use Frame HPs in the menu, it uses far less fuel than it does when used in battle.
As for money? Yes, there are hobgobs in the Lahan area, but they don't appear in groups of four often, whereas in the sewers they always do. Plus, while in the sewers you can practice your newly-available seven-point deathblows, as there will be a very long stretch upcoming where you can't use Gears. Concentrate on perfecting Fei, Citan and Elly in particular. However, Shevat is right after Babel Tower, and you will have to explore Shevat's shafts, which are loaded with enemies that give away MASSIVE amounts of gold and are keen on dropping Gold Nuggets, and are excellent for building deathblows. It's not quite as foolproof as the hobgob deal, since that's 100% surefire, but in my opinion hunting in the shafts is more rewarding.
One more thing, I dunno exactly where you are, but if once you destroy the first Solaris gate, don't buy any more Gear upgrades. They get better again, before the third gate, but don't bother with them. I won't say why, other than that by the time you use Gears again after that, several will have recieved automatic upgrades across the board, and those that don't, well, by that point you can buy parts that are much better than those available now, so don't waste your money.
Then again, buying the upgrades right before Babel is a waste too, as the stuff you get right after Babel is MUCH better and even pricier (and Babel's enemies don't pose too much of a threat), but I guess it's too late now... Just remember that when you buy the new Shevat parts, don't buy any after that.
