Why can't they? You say you know, but do you? Konami just figured it would be a cheap way to release a game they were GOING to release anyway, which was a remake of Silent Hill for PS2 just like the XBox version so people would want to buy that one too. I mean, later they didn't even bother with Metal Gear Solid 2's remake being instant greatest hit and all. As for Metroid Prime, Nintendo never released a remake of it to begin with. Japan and Europe just got superior versions straight from the start. It would be extra work with no real reason to do it, unless they also made it even better in many ways to the Japan/Europe version and could rerelease it there too (Japan is the country where remakes on the SAME CONSOLE sell the most after all).
