20 and 60 isn't a big difference??!! Hoo boy.... 
The problem is that the framerate isn't static (if by static you meant constant). It jumps from about 15 or 20 to 30 or 40.
And who knows how fast the game runs? I do, as does everyone else that can tell the difference between 20 and 60 frames per second.
