No, no, in the American ballot system you make the decisiion fair by giving it to a group who is slanted to one side. Then call it 'legal' since it technically is, but is also painfully obvious that the other person won. By any definition of the terms.
In this case, it'd mean one side would need to have a one vote advantage, then Weltall would disqualify enough votes from that side so the other side wins.
