Pac-Man requires ONE gba, not four. The three ghosts use normal NGC controllers... it says so in the preview I linked. Guess you missed that... :)
And GBA has sold tens of millions of units. NGC has several million. I'd think linking them to make NGC's attractive to GBA users is a good idea... and this DOES do this. What does? Well... the GB Player bundle, for one. And Pac-Man and the Zelda games. Sure, most GBA users won't get NGCs just for the games... but I'd think the games would help both GBA and NGC sales as people without one or the other intrested in the game (since in these the GBA is integral to play) might buy the other. Not a bad strategy...
The only annoyed people are ones like me with no GBA... or you, for expecting WAY WAY too much... and hating Pac-Man. :chainsaw:

Oh, and it doesn't defeat the purpose of the GBA at all! It just finds a interesting use for it... I don't see how it defeats the purpose to play a game that wouldn't work as well on small screens (such as these games) on the large one... its not like there aren't lots of games for GBA! This is a hybrid... think of it like that and not as a GBA game. It makes more sense that way too... :)
