Yes, you can "circle strafe" in Doom for DOS. In fact, the default controls can be easily changed in the setup program to modern WASD and mouse aiming, with a decently high sensitivity if you edit the cfg file directly. It's the preferred way to play the game, and in fact Doom and the community that figured out that keyboard movement was terrible in the game are largely responsible for the shift to WASD style movement and mouse aiming in shooters.
