For the other big companies, they release ONE OS, with all the translations built right into it. Nintendo, on the other hand, releases custom OS builds for every language. That's one thing they'll need to fix going forward. Along those lines, such a change would allow us as users to create online accounts in other regions, giving us easy access to untranslated releases in other territories. I know I've done that with both MS and Sony, with a British and Japanese account with both services.
