They didn't cut Ice Climbers for any technical reasons (the 3DS is more powerful than the Gamecube after all), they just had to make cuts.

In his article in the November (I think it is?) Game Informer, Sakurai actually does say that they were cut in part for technical reasons -- getting both Ice Climbers was hard on 3DS, or something. I don't get it either, there should be plenty of power... He also said that characters who aren't in currently-running series would get lower priority too, which also hurts them... Nintendo hasn't brought back Ice Climbers, though I think it could make a good downloadable game for sure.
