Is there really a conspiracy by job makers as a hole to keep women down or is something else at work?

Ingrained tradition, pushback over feminist movement, leftover ideology from the days before women were prevalent in the workforce, and so on. Actually, all of those are basically synonymous, but I think you get the idea.
