Bioware is free to ban anyone from their forums for whatever reason they want, though in this case it does seem a little unfair, it's within their rights.
BUT...
They are not free to prevent someone who legitimately purchased a game from playing that game because of a forum ban. Depending on an outside source to activate a game for play is already a little questionable, but if that's the route they decide to go with, they HAVE to provide that activation to anyone and everyone equally.
If this guy has to hack the game to play it, I say more power to them, since it was purchased legally and all.
