My suggestion would be to set it at "max" by default and assume everyone's already got their computer volume set at a comfortable level on their own. Slap a "share embed code" button in there, and it's done. It even goes the extra mile and shows the source of the sound it's playing for easy direct downloads.
Because there is not a single, default volume setting for sound objects. That's why I love volume normalizing in iTunes and other such programs.
I prefer to have the object volume set low by default because I hate being surprised by something that's much louder than I anticipate it being, much more than I am annoyed because it is too soft. And, it's quicker than reaching for my speaker knob.
