And there are some games where you just can't do anything about the pregame videos. It's differently coded in almost every game, excepting when a company reuses their engine. Your question is like asking "how I sign up webs?" as though every single web site is programmed the same way. There is no universal answer.
In the case of Halflife, you seem to be using an old version if it's mentioning Sierra. The newer Steam versions let you skip the videos with a button, but I can't help you with the old ones.
Some games, you can delete the movie files, but some will crash upon boot if those files are missing. It all depends on the game. Is this really that big a deal to you? Games have startup movies these days. Modern ones moreso. A few seconds waiting for a game to load is no big deal.
