Those are interesting theories, but I don't know if Nintendo puts as much thought into it as you do. One can only hope.
And two temples had to be scrapped because of time constraints. Remember that WW was made in two years, compared to OoT's three or four. Most of that is due to the N64 being much more difficult to develop for and OoT being the first 3D Zelda where they had to reinvent everything, but still. I'm certainly happy about the frequency of Zelda releases in recent years. We've gotten four new Zelda games in just four years, which is quite an amazing feat. Especially considering the quality of them (although they weren't done by the same team... but does it matter).
