The 37's is a cheesy episode for sure
Voyager fell low enough in the ratings that they were pressured by the studio into making the changes they did in season 4, The success of the Borg arc saved the show and won back viewership.
That being said, I would recommend skipping over purchasing the first 2 seasons, The show did not have any memorable episodes until season 3.
