They aren't full retail titles, they're smaller and cheaper, like WiiWare games, but that was the model for DSiWare, so that makes sense.

Not true. Every retailer can set their own price. Often some retailer or other sells a game for a few bucks cheaper than the others -- like this one place around here that usually sells new games at a couple dollars under the retail price. Big stores also can have sales or special deals and such. But when ONE company controls the entire store, this does not happen.
Again, on PC this isn't a problem because there actually is competition...
