Steroids are a controlled substance for a reason, they are quite dangerous and bad for your health. There are lots of both short and long term side effects, and legalizing it basically means saying "everyone must do it if they want to be able to compete"; that feeling is bad enough as it is, it needs NO more encouragement! No, legalizing them is a horrible, horrible idea... things were definitely not better in the years before this issue was finally taken seriously from about 2003 on (in Baseball).
Why not? They hold hearings on lots of things, why not baseball too? They know it'll get a lot of press, and congress does have a bit of leverage over baseball thanks to baseball's antitrust exemption (something which nothing else has in the US). Baseball didn't just start testing because they wanted to, they did it because they were forced, pretty much -- "have a good testing program of your own or we'll do it for you!".
