He's saying that there's a wall in trying to give someone a compelling story while also balancing game play mechanics. Its an ed on a debated subject, not answers to questions. Its to formulate opinions from other and entice criticism.
To say you cant have a grasp on someone with a well developed story just because you shoot people is kinda bizarre to me, but a lot of people feel this way. Regardless of dramas in movies and TV that have action scenarios where shooting is the main premise at that time... but its not the whole movie.
